The aim is to research and develop a secure voting system which will use intranets and the Internet to vote away from centralised polling locations.
After analysing the security of existing voting protocols and organisational processes, a strategy for voting organisation, voting protocols and voting clients is to be developed, implemented as a prototype and tested. The focus is on non-parliamentary, legally-regulated elections (elections to works councils, staff councils and the governing boards of social security institutions). An authorisation and certification strategy for system-critical software, hardware and processes is being developed in parallel.
